1 - The issue of the industrial land offer in Algeria
The issue of insufficient industrial land offer, linked to price levels that remain totally irrational, represents the focal point of economic operators who declare themselves penalized by the access to land. In order to handle this complaint as an impediment to investment development, ANIREF has carried out a consideration to act on the land market by increasing
the offer.
It is within this perspective that it considers, in accordance with the mission entrusted to it by the government, to develop new spaces conforming to universal quality standards. Land offer will necessarily influence prices.
2 - Land promotion actions:
It is within this frame that ANIREF has defined a program of creation of several industrial parks of a new type and covering all the country, in accordance with the strategic directions of the country land planning and in harmony with the industrial strategy guidelines concerning innovation, technical progress and space redeployment (ZIDI). It also takes into account the master plan of industrial parks and activity zones as defined by the Ministry of Industry, Small and Medium-sized Enterprises and Investment Promotion.
It also has to incorporate its work within the development strategy framework set up by the local authorities it is willing to work with in close collaboration.
This land offer that ANIREF will suggest in the future, is going to result from the development of new spaces that are going to be attractive because they will be well- located , developed and have all amenities that are necessary for the implantation of various industries.
These new zones ,called “new generation zones “, would not only be mere equipments but a high quality product as well since they will be equipped with:
- A modular industrial furniture.
- Shared service centers (business incubators, vocational training and innovation centers, catering and accommodation infrastructures, financial institutions, etc)
- Common organized spaces (signage, parking areas, urban furniture, diverse communication networks, etc)
- More appropriate architectural and land planning regulations.
- Facilities for collecting, processing and eliminating industrial wastes.

ANIREF has consequently launched, as part of its action plan, a national large- scale prospection operation of sites that are very likely to host those industrial parks.
In order to plan these transactions in the short, medium and long- terms, it has defined an analytical grid to which many sites were submitted.
After this operation, 19 lands spread all over the country had emerged and were selected to host the parks to be created. They cover a total area of about 4485 ha, and would consequently meet the increasing demand of economic operators.
The agency is aware of environmental standards and will implement “eco efficiency” principles: the use of high environmental quality building materials, renewable energies (solar energy mainly), instant industrial wastes processing (recycling, processing and even energy production …..). ANIREF is aware of all these aspects and intends to concretize them.
